Shenyang Leaning  province experienced unprecedented rainfall   on July 13th. The Shenyang Meteorological  Observatory issued a red alert for heavy rain   at 5:47 a.m. Major urban areas were severely  flooded with 73 roads closed and water levels   reaching above the chests of pedestrians. Many vehicles were submerged and stranded. Shenyang activated its highest level  flood control emergency response that day, implementing measures including the suspension  of classes, work, production, transportation,   and business operations. Water levels  in urban areas reached chest deep, and some areas received half a year's  worth of rainfall in just half a day. According to cover news citing the Shenyang  Meteorological Observatory,   from midnight to 8:00 a.m. on July 13th, the  average rainfall in the Heaping Shenhi Wangu,   Daong, TXi, Yu Hong, and Shenfu. Demonstration  zones of Shenyang reached 163.7 mm with a   maximum rainfall of 250.5 mm. By 1000 a.m.  the cumulative rainfall in Chiang Donghu   Township, Yu Hong district reached 310.6 mm, equivalent to half the local annual average. Oh, y'all. The extreme rainfall caused widespread flooding  in Shenyang's main urban areas. According to   the Beijing News, all 73 flooded roads in  Shenyang were closed. Some low-lying shops   along the road were flooded, and the water level  under the Second Ring Road overpass reached 6 m. Numerous videos on social media platforms  showed many low-lying roads in Shenyang   flooded with rainwater overflowing onto roadside green belts. Several   underground tunnels were filled  with water reaching chest deep. In the video, residents were seen pushing bicycles  and waiting through the water with difficulty.   Most cars parked on the side of the road were  submerged and several vehicles floated in the   middle of the road waiting for rescue workers to  pull them out. Workplaces and schools were closed   in various parts of Leaning Province. More than  170,000 people were relocated across the province. The Shenyang Flood Control and Drought  Mitigation Headquarters issued a red   alert for flood control at 9:10 a.m. on  July 13th, raising the emergency flood   control response to level one.
