In conversations with people in Hanoi, we found they believe state agencies must handle fabricated information and slander, but they cannot use the reason that information is harmful to eliminate information that is true but inconvenient for the authorities. It must be clearly defined what constitutes sabotage and what constitutes policy criticism, objectively. Public opinion in Hanoi seems dissatisfied because information about key leaders is treated as top secret and has been withheld for a whole month now without the people receiving any updates.
