Hello viewers of Nhan Viet TV. Recently, General Secretary To Lam met with the standing committees of the Congress's document and personnel subcommittees for the 14th Party Congress on December 9th. General Secretary To Lam emphasized the need to strengthen information and propaganda work regarding the Party Congress. Especially, positive information must be spread, and malicious information must be prevented. However, public opinion is very concerned. Which agency and who decides? What information is positive, and what is malicious and harmful? Based on what standards is information evaluated? People are very concerned. When reporting on the misconduct of officials, is that information, is it green information or malicious information? When parents express their concerns about excessive fees in schools, is this action positive or negative, is it sabotage or protecting children's rights? They want to know the Vietnamese leadership's view on social criticism—is it negative and malicious, or positive? Because this right is stipulated in the Vietnamese Constitution. Article 25 of the 2013 Vietnamese Constitution guarantees citizens the right to freedom of speech, freedom of the press, and the right to information. Therefore, if citizens speak out about social phenomena honestly, is this a positive or negative action? In conversations with people in Hanoi, we found they believe state agencies must handle fabricated information and slander, but they cannot use the reason that information is harmful to eliminate information that is true but inconvenient for the authorities. It must be clearly defined what constitutes sabotage and what constitutes policy criticism, objectively. Public opinion in Hanoi seems dissatisfied because information about key leaders is treated as top secret and has been withheld for a whole month now without the people receiving any updates.
